Lotan is either a seven headed sea serpent or a seven headed dragon of Ugaritic myths. He might be the Leviathan Michael Ford fought, another Leviathan that Ford hasn't fought or something similar to a Leviathan but built for land, and guards D.C. He however was surly built by ancient Progenitors.
